What is the DeCA, and when does it become mandatory?
It is the administrative control document that travels with every consignment of public road haulage, in electronic form. The document itself has existed since 2013. What changes on 5 October 2026 is that paper stops being valid.
The obligation to digitise it comes from the Sustainable Mobility Act, which allowed ten months from the day it took effect.
Ley 9/2025, of 3 December, on Sustainable Mobility, eighth transitional provision, paragraph 1
Is there a transition period, or can it be postponed?
The transition period has already run: it was the ten months the Act allowed. What there is nothing of is anything after 5 October, and the Ministry says so in those words.
Ministry of Transport and Sustainable Mobility, frequent questions on the DeCA
The Resolution setting the technical characteristics was published on 12 June 2026, nearly four months ahead of the date.
Who has to issue it?
Both parties: the effective carrier and the contractual shipper. It is not an obligation that falls on whoever drives.
Orden FOM/2861/2012, article 4
If my carrier issues it, am I covered?
Not entirely, and the article is worth reading in full, because it separates two situations.
If the document is never drawn up, both parties answer for it, with no exception. If it is not carried on board, both answer for that too, and there the shipper is released only by proving the document was issued.
So: your carrier issuing it does not remove your responsibility that it exist, and staying clear of the second situation means being able to prove the issue happened.
Orden FOM/2861/2012, article 7.1
Which transports are out of scope?
Out of scope: transports that need no authorisation from the administration, removals, accidented or broken-down vehicles carried on special vehicles, and parcel services.
Orden FOM/2861/2012, article 2.1
International transport that merely crosses Spain is also outside, and uses the documents of the relevant conventions. Cabotage within Spain is inside.
Resolución of 5 June 2026, preamble
What about running empty?
The obligation attaches to a consignment, and the document travels with the goods. With no goods there is no consignment to document.
The rules do not say so in those words, so this is a reading of articles 1 and 3.1 rather than a quotation. A return load is a consignment, and carries a document of its own.
Orden FOM/2861/2012, article 3.1
I move my own goods. Does this reach me?
The DeCA binds public transport, which is carriage for hire and reward.
Ley 16/1987 (LOTT), article 62.2
If you move your own goods with your own means, it is own-account carriage and falls outside. But there are five conditions and they apply together. Fail any one of them and the transport moves into the public regime, and then it does need a DeCA.
Ley 16/1987 (LOTT), article 102.3
The one that fails most often in practice is e). If you invoice the haulage separately from the product, you are in scope.
What does the document have to carry?
Eight items, two of them only where they apply.
Orden FOM/2861/2012, article 6
Letter e) applies only where the vehicle travels under a special circulation authorisation. Letter h) only where one of the parties asks for it. Neither is a required field.
On letter d), the rules themselves allow another magnitude where the exact weight cannot be determined at loading, which is what lets ready-mix be documented in cubic metres.
Can I scan the paper document and upload the PDF?
No. The rules exclude it in so many words. The PDF has to be generated from structured data, and weigh 5 MB at most.
Resolución of 5 June 2026, paragraph Segundo.1
Resolución of 5 June 2026, paragraph Segundo.2
And it has to be created and stored before the service starts, with the time recorded.
Resolución of 5 June 2026, paragraph Primero.2
Does the DeCA have to be signed?
No. The preamble to the Resolution says so plainly.
Resolución of 5 June 2026, preamble
The Resolution does regulate signatures, but only where the document is also used for a contractual purpose. There it asks for at least an advanced electronic signature (AdES) under the eIDAS Regulation.
Are there approved providers, or a free tool from the Ministry?
There is no approval scheme, no provider registry and no certification for issuing the DeCA. The proof is in the text: the rules do not even ask where the documents are kept.
Resolución of 5 June 2026, paragraph Primero.3
If the domain never has to be declared, there is no list, no prior authorisation and no authorised provider. Anybody presenting themselves as approved is describing something the rules do not provide for.
The Ministry confirms it in its frequent questions, and answers the other thing that gets said wrong along the way: that a tool of its own exists.
Ministry of Transport and Sustainable Mobility, frequent questions on the DeCA
Ministry of Transport and Sustainable Mobility, frequent questions on the DeCA
How does the driver carry the document?
On a phone or on paper, whichever suits. What neither format can be missing is the QR code, and it has to be handed over before the vehicle moves.
Resolución of 5 June 2026, paragraph Séptimo
At a roadside check, showing the QR is enough.
Resolución of 5 June 2026, paragraph Séptimo
And if the DeCA is printed, writing on it by hand counts for nothing.
Resolución of 5 June 2026, paragraph Séptimo
What if a detail has to change once the lorry is moving?
There are two routes, and the rules let you pick.
Amend the existing PDF: the new data and the reason for the change are added, the old data is kept and marked as no longer valid, and the URL and the QR stay the same. Or generate a new PDF: it gets a different URL and a different QR, and the original has to be kept for traceability.
Resolución of 5 June 2026, paragraph Quinto
Either way, it has to reach the driver.
Resolución of 5 June 2026, paragraph Quinto
With DeCA2U there is nothing to choose: the platform decides by what changes. A plate or the observations are corrected on the same PDF, and the QR the driver carries still opens it. The destination, the goods or the day make it a different transport: a new DeCA is issued with its own QR, and the original is kept linked to it.
Can several consignments go on one DeCA?
Yes, on one condition: the contractual shipper and the effective carrier have to be the same for all of them.
Resolución of 5 June 2026, paragraph Sexto
Origin and destination, and the nature and weight of the goods, have to be identified separately for each consignment. And the order they appear in commits nobody to anything.
Resolución of 5 June 2026, paragraph Sexto
It is a possibility, not an obligation. The general rule is still one document per consignment.
Orden FOM/2861/2012, article 3.2
Grouping suits planned distribution, where the day's consignments are known before the vehicle leaves. It suits loading on demand badly, because the document has to exist before the service starts, and at midday nobody knows what will be loaded at five.
Do my consignment note, my ADR document or my waste identification document count?
The format, yes. The mechanism, almost never.
The Resolution accepts any transport document format, as long as it carries the eight items and expressly tells the contractual shipper apart from the effective carrier.
Resolución of 5 June 2026, paragraph Octavo
The Orden already said as much about the content.
Orden FOM/2861/2012, article 2.2
What is not inherited is everything else: the natively generated PDF, the QR, the credential-free download URL, the repository and the issue time ahead of the service. A paper consignment note carrying the eight items no longer complies after 5 October.
The DeCA does not replace the ADR document or the waste identification document: they are separate obligations that coexist. And there is one case where the DeCA need not be presented at all, which is where the data is handled under the eFTI schema.
Resolución of 5 June 2026, paragraph Noveno
How long is it kept, and how long does the QR link last?
Two separate clocks, and they are worth not confusing.
The file: one year. It binds both parties, shipper and carrier.
Orden FOM/2861/2012, article 9.1
If one of them issues it, the other has to be able to download it throughout that year.
Resolución of 5 June 2026, paragraph Segundo.4
The link: for as long as the service lasts, and up to seven days after. It cannot expire before the service ends, and beyond that, closing it is something the rules permit rather than require.
Resolución of 5 June 2026, paragraph Tercero.2
Resolución of 5 June 2026, paragraph Tercero.5
While the link is live it has to lead straight to the PDF. If a provider shows you a sign-in screen before the PDF, that URL does not comply.
Resolución of 5 June 2026, paragraph Tercero.4
Two pages develop at length what this one answers short:
what the DeCA is and what it has to meet, and
who it binds and who answers for what.
